Abstract
This report is a follow-up to the Security Credential Management System (SCMS) Requirements Analysis report, which identified stakeholder requirements for the deployment of the SCMS in Canada. The objective of this report is to identify governance and operational options to meet the stakeholder requirements and explore security, privacy, interoperability, sovereignty and accessibility features of various deployment scenarios. As part of this phase of the project, a stakeholder workshop was held to present a prioritized subset of decisions to stakeholders for initial evaluation. The results of this workshop are summarized at the end of the report. The report also presents initial recommendations for potential operational and governance models that aim to advance SCMS deployment in Canada, which will be further refined and evaluated in the next phase of the project.
